The European Pirate Party demands adequate data protection for the European Health Data Space. We understand that health data is useful for science, but it can be misused by e.g. insurance companies and employers.
Health data must be anonymized and encrypted. To this end, it must be clearly defined where they are stored and when and by whom they may be used.
Justification:
Especially in case of a pandemic, such a data set is very important to enable an evidence-based corona policy. Furthermore, data can also be used to classify individuals and this must be stopped.

The Pirate Party EU demands that the active ingredient production and the drug production as well as their control is brought back from the far abroad to Europe and established. The outsourcing must be ended.
Justification:
At present we see the medicines from some ranges absolute scarce commodity are, among them medicines for children, in addition, medicines for cancer patients. Because often the raw materials come from India or the finished medicines from China, and by the interruption of the supply chains, in consequence of the Coronapandemie little arrives in Europe.
Tweet: Pharmacies are now desperately trying to make #feverjuice for #children because it is not available. Unfortunately, it fails due to lack of raw materials. Other #medicines are also not available. Our country must finally be able to supply itself. Stop outsourcing!
Drugs that cannot be delivered at the moment:
Painkillers (e.g. ibuprofen or naproxen).
Blood pressure medicines (e.g. Valsartan or Candesartan)
Psychotropic drugs (e.g. venlafaxine or fluoxetine)
Antihypertensives (e.g., ramipril)
Stomach acid blockers (e.g. pantoprazole)
Thyroid medications (e.g., iodothyrox)
Preparations against gout (e.g. Colchicum Dispert)
Antibiotics (e.g. Amoxicillin)
It also occurs with cancer drugs. At present, about 350 drugs from different drug groups are missing.

The Pirate Party EU demands the release of patents on the new mRNA technology vaccines and the promotion of research on universally deployable, patent-free open-source vaccines according to RaDVaC-[1].
RaDVaC (Rapid Deployment Vaccine Collaborative) is an open-source research project. This vaccine would be used as a nasal spray.
Justification:
The patent release would be important for the whole world, so that also in other countries vaccines can be manufactured, the #nasal spray e.g. has still no use release here still the steps must be gone vergesehen for it. Also the vaccines from the mRNA technology must be able to be manufactured world-wide. So that all humans of this earth against viruses, here as example Coronaviren can be protected.

**Training in Germany versus study care in the EU **
The European Pirate Party demands from the EU Commission that acceded care be established in Germany.
In 24 EU countries this step has already been taken.
The introduction of academized care must therefore still take place in the following 3 EU countries:
- Luxembourg
- Austria
- Germany
Justification:
In Germany, generalist training is completed; all three nursing occupational fields, such as health care and nursing, infant and children’s nursing, and geriatric nursing, are taught in school-based training and become familiar with them in practice. The training generally lasts three years on a full-time basis (2,100 hours of theoretical and practical instruction / 2,500 hours of practical training). Training takes place at nursing schools and in hospitals, inpatient care facilities and outpatient, pediatric and psychiatric care.
Three years of training has not yet produced a positive effect on outcomes. Lack of nursing instructors and practice instructors slows down nursing education. The quality of training is declining, and at the same time the nursing profession is being deprofessionalized due to a persistent shortage of skilled workers and a lack of countermeasures.
In order to increase quality, nursing must be studied as a degree program. A high level of knowledge in all nursing-medical areas, but also in prevention, is important to prevent high costs in the health care system. At the same time, outcomes in nursing will be improved by more professional staff and thus people will be better cared for and nurtured.

Alongside Luxembourg and Austria, Germany has the lowest entry requirements for training in health care and nursing in the EU. Goes with extended Hauptschulabschluss, Realschulabschluss or vocational training. The other 24 EU member states require twelve years of schooling as a prerequisite for nursing training. Nursing professionals also complete academic training courses there.

The European Pirate Party demands from the EU Commission that in case of a pandemic (incidence > 10), we avoid a contagion by low incidence strategies. In addition we demand Safe Spaces/Green Zones and Contactracing by free testing by means of an introduction of a health guard.
This should provide local, also at the same time vaccination possibilities and protective clothing. Likewise all member states with all institutions of the population protection and the sciences, which are active in the medical-healthy range, into a common institution together to find and/or the consular protection in the direction develop.
Justification:
Pandemic does not stop at national borders and an EU-wide unified system helps for understanding and coordination of health protection of all citizens.

Right to bodily autonomy
The European Pirate Party considers bodily autonomy to be an important human right, and as such we demand that safe and legal abortion be available to all, no matter the reason for their choice. We also demand free access to contraceptives, including voluntary sterilization.
**In addition, we demand an informed consent model for gender affirming care, that it is made affordable and also accessible. Neither legal gender recognition nor medical or surgical sex reassignment should be made conditional on abusive requirements such as psychiatric diagnosis, normative gender expression, or medical procedures. We also demand the criminalization of non-medically necessary corrective procedures on intersex people without their consent. We will work towards creating a safe and inclusive environment where everyone can freely express their gender identity and sexual orientation, without fear of discrimination or violence.
Justification:
There are still countries like Poland that require hormone treatment for a legal gender change, in Czechia surgery and sterilisation seems to be required, or make it impossible like Hungary. https://tgeu.org/wp-content/uploads/2022/10/tgeu-trans-health-map-2022-en.pdf in a good world every blue check in this image should be fullfilled by European countries. Currently most rights flow from case law and not from resolution so it should be something the parliament votes on to make the rights of trans people stronger. For abortion Poland is making it defacto illegal wiht all the requirements so it should also be something we Pirates are against.
Abortion and access to contraceptives is also not safe for people in all European Countries as Poland has defacto banned abortion. Voluntary sterilisation is also a big problem for people that decided that they don’t want to have kids, as society often disbelieves them in their wish. We as a human rights party should stand for bodily autonomy for all people, as we know that a person themselfs knows their wishes the best, not doctors or the government.
so we could probably try to have an even finer wording. On the fund itself, it should not be able to fund fossil fuels, but vulnerable households with the objective of:building renovation, energy efficiency, decarbonation of heating and cooling, access to low and zero emission transport, incentivising the use of public transport, with the possibility of direct income support in certain circumstances. The do no significant harm applies.
