- Délais obligatoires : Pour les modifications statutaires, le droit impératif exige que cette seconde réunion se tienne au plus tôt 15 jours et au plus tard 21 jours après la première. Un délai de 4 semaines serait juridiquement invalide pour les statuts.
- Effet statutaire : Si le quorum n’est pas atteint, un second Conseil est convoqué dans la fenêtre des 15-21 jours, devenant pleinement compétent quel que soit le nombre de membres présents.

Article 14 – Powers of the Council (Amendment to Paragraph 6)
(6) Unless otherwise specified in these Statutes, the Council shall validly deliberate if at least half of the Ordinary Members are present or represented. If this quorum is not met, the Council Chair shall formally reconvene the Council for a secondary meeting, to be held no earlier than fifteen (15) days and no later than twenty-one (21) days following the inquorate meeting. This secondary Council meeting shall be fully valid and competent to deliberate and adopt resolutions regardless of the number of Ordinary Members present or represented.

(6) Sauf disposition contraire des présents statuts, le Conseil délibère valablement si la moitié au moins des membres ordinaires sont présents ou représentés. Si ce quorum n’est pas atteint, le président du Conseil convoque formellement une seconde réunion du Conseil, qui se tiendra au plus tôt quinze (15) jours et au plus tard vingt-un (21) jours après la réunion infructueuse. Ce second Conseil délibère et adopte valablement des résolutions quel que soit le nombre de membres ordinaires présents ou représentés.
