Agenda Proposals
All member parties are welcome to submit proposals/motions to the Council meeting to be added to the agenda. Their title shall be formatted the following way: “[Topic Title] - For inclusion in the agenda”, and can be posted in the 21st Council meeting category on Discourse: 21st Council Meeting - European Pirates. If you are unable to connect to Discourse, an email sent to board@europeanpirates.eu will also work. Please bear in mind that proposals to change the statutes need to be submitted before the above deadline, for the board to be able to send it out to the members in accordance with article 25 of the statutes.
Candidate Nominations
Due to vacancies, 3 Board Member seats are open and made available during the Council Meeting. All member parties are welcome to nominate candidates on Discourse: 21st Council meeting | Nominations to the Board - #3 by Jelena. Nominations can also be sent by email to board@european-pirateparty.eu. The deadline mentioned earlier in the email applies.
Delegates Appointments
In line with our statutes, every member party can send a certain number of official delegates to our Council meetings. They are entitled to speak and vote on behalf of the member party. You can find a list of the number of delegates and votes for each member party in the Discourse delegation thread: 21st Council meeting | Registration of Delegates.
Please bear in mind that for a delegate to be recognised, they must be declared on discourse (or by an email to the board) by a party official before the meeting.
Additional and updated information regarding the Council Meeting will be provided on Discourse, if applicable, and as soon as possible.

Dear Chairperson, Dear Members of the Board,
Thank you for sending out the invitation and the draft agenda for the 21st Council Meeting.
To ensure absolute legal certainty and compliance with the official Statutes of the European Pirate Party (PPEU) in the run-up to this meeting, I would like to formally submit the following clarifications regarding the terminology and procedures used in the invitation email:
1. Terminology: “Council Members” vs. “Delegates” In the invitation, reference is made to the appointment of “delegates” (Delegates Appointments). Please note that according to Article 14(2) of the current PPEU Statutes, the Council is composed of Council Members appointed by the Ordinary Members. Statutorily, these Council Members hold continuous, ongoing seats as the permanent representatives of their respective national parties until they are officially recalled or replaced by them. They are not ad-hoc delegates elected solely for a single session.
To ensure a seamless verification of voting rights and quorums, we kindly ask the Board to maintain and reference the permanent, up-to-date registry of these statutory Council Members rather than treating the registration as a complete reset for every single meeting.

Thomas, could you please specify which version of the statutes you are refering to?
As far as I am aware, the current (and previous versions) of our statutes don’t mention Council Members in paragraph 14(2). That paragraph reads:
(2) Council meetings are open to the public unless the Council itself decides otherwise for all or a part of the council meeting. This shall be the exception and may only be decided for reasons of protecting the data of an individual or for similar concerns.
And if you look at paragraph 14(3) you will see that the statutes defines the role of delegates:
(3) The Council shall consist of delegates representing Ordinary Members, Pirate Group in the European Parliament and the Young Pirates of Europe (YPE) determined according to the Rules for the allocation of delegates and votes as provided for in Article 15. Non-voting representatives of Observer members and Non-Voting-Delegates from Ordinary Members, and Members of the Board may participate as well.
If you go through the entire statutes the term Council Members pop up in a few places (article 12(6) and 25(2), and if I correctly remember the meetings we had before the founding meeting, one idea that was floated was to indeed have Council Members elected on an annual basis by the Member parties, to represent them at multiple Council meetings.
In the end that idea was scrapped, and instead we opted to not define how delegates should be selected, leaving that responsibility in the hands of our Member parties to decide. This means that some parties might have delegates with mandates stretching over multiple council meetings, and others elect or appoint them on an ad hoc basis before each meeting.
As the European Pirates don’t track how our Member parties elect delegates, we ask for information about who the delegates are before every meeting. Any Member party with extended mandates for their delegates can simply re-submit the information before the start of each Council meeting.
