21st Council Meeting | Invitation Email

Dear Pirates and Pirate Parties,

I hereby invite you to the 21st Council Meeting, scheduled to take place online on the 4th of July 2026, from 11:00 (CEST) / 9:00 UTC onwards. Practical information can be found here: 21st Council Meeting | Practical Information.

Important Deadlines

Nominations and Statutes Updates motions shall be communicated on the forum or to the Board email no later than the 4th of June at 11:00 CEST / 9:00 UTC.

It also contains the meeting documents. Please note, these documents might be updated to apply correction or the latest information available, in which case it will be flagged clearly.

Agenda Proposals

All member parties are welcome to submit proposals/motions to the Council meeting to be added to the agenda. Their title shall be formatted the following way: “[Topic Title] - For inclusion in the agenda”, and can be posted in the 21st Council meeting category on Discourse: 21st Council Meeting - European Pirates. If you are unable to connect to Discourse, an email sent to board@europeanpirates.eu will also work. Please bear in mind that proposals to change the statutes need to be submitted before the above deadline, for the board to be able to send it out to the members in accordance with article 25 of the statutes.

Candidate Nominations

Due to vacancies, 3 Board Member seats are open and made available during the Council Meeting. All member parties are welcome to nominate candidates on Discourse: 21st Council meeting | Nominations to the Board - #3 by Jelena. Nominations can also be sent by email to board@european-pirateparty.eu. The deadline mentioned earlier in the email applies.

Delegates Appointments

In line with our statutes, every member party can send a certain number of official delegates to our Council meetings. They are entitled to speak and vote on behalf of the member party. You can find a list of the number of delegates and votes for each member party in the Discourse delegation thread: 21st Council meeting | Registration of Delegates.

Please bear in mind that for a delegate to be recognised, they must be declared on discourse (or by an email to the board) by a party official before the meeting.

Additional and updated information regarding the Council Meeting will be provided on Discourse, if applicable, and as soon as possible.

Dear Chairperson, Dear Members of the Board,

Thank you for sending out the invitation and the draft agenda for the 21st Council Meeting.

To ensure absolute legal certainty and compliance with the official Statutes of the European Pirate Party (PPEU) in the run-up to this meeting, I would like to formally submit the following clarifications regarding the terminology and procedures used in the invitation email:

1. Terminology: “Council Members” vs. “Delegates” In the invitation, reference is made to the appointment of “delegates” (Delegates Appointments). Please note that according to Article 14(2) of the current PPEU Statutes, the Council is composed of Council Members appointed by the Ordinary Members. Statutorily, these Council Members hold continuous, ongoing seats as the permanent representatives of their respective national parties until they are officially recalled or replaced by them. They are not ad-hoc delegates elected solely for a single session.

To ensure a seamless verification of voting rights and quorums, we kindly ask the Board to maintain and reference the permanent, up-to-date registry of these statutory Council Members rather than treating the registration as a complete reset for every single meeting.
