The quorum fallback provided by luxembourgish law applies for statutory changes and it is already integrated in the statutes under 26(3). Is the proposal intended to apply to non-statutory (all) Council Meeting ? The proposal removes an existing paragraph in article 14, we would please ask to double check on which article the amendement applies.
