Please find the Board’s remarks below:
The proposal would need to be reviewed in depth by the Council, on how these “membres adhérents” join and leave the organisation and second chamber. And what are the rules for the second chamber meetings to be held and convened? Likewise, the powers would need to be defined more clearly, as the following are not currently defined in the statutes (or missing from them):
- European Election Manifesto,
- Common political program,
- European Lead Candidates.
All the above are also relevant once every five year.
Last, there is no mechanism in case of a recurrent/permanent disagreement between the Council and the second chamber.
It might be worthwhile to establish a committee to examine this proposal further, as for the Council Chair one. Would the second chamber need a chair as well?
