The role of Secretary General of the European Pirate Party

Purpose and scope of the role of Secretary General

The primary purpose of the Secretary General (SG) is to build and manage the European Pirate Party’s office (henceforth called “General Secretariat” in this document), in order to support the organisation in its functioning and working towards its goals.

For this purpose, the Board transfers those parts of its powers to the Secretary General that it deems necessary, in accordance with article 16(9) of the statutes.

The Secretary General shall recruit, train and manage a team of volunteers to assist with these tasks and responsibilities.

Responsibilities of the Secretary General

The Secretary General reports directly to the Board and work is supervised by the Chair and vice chair or a member of the board, appointed by the board.

The SG will provide the board with a written report of their activities ideally ahead of every board meeting.

The Board reserves the right to adjust the responsibilities and tasks of the General Secretariat and the organisation of the General Secretariat and should take into account the Secretary Generals’s input when doing so.

Powers of the Secretary General

The Secretary General shall be given the mandate to:

  • Lead and manage the activities of the European Pirate Party’s office.
  • Define volunteer roles to act as functionaries in the General Secretariat, and delegate any part of their mandate to the roles created. Any such roles created shall be reported to the board, including their purpose and powers.
  • Recruit, Manage and dismiss the functionaries of the General Secretariat. Recruitment or dismissal of a functionary shall be reported to the board.
  • Communicate with the European Pirate Party Members and the other European Partners and promote cooperation on the European level as well as inter-party cooperation.
  • Represent the association to the public.
  • Act as attorney-in-fact of the organisation, within a clearly defined mandate given by the board. Any use of this mandate shall be reported to the board.
  • Legally represent the European Pirate Party, and to sign contracts on behalf of the association. Any use of this mandate shall be reported to the board.
  • Set up and manage a crowdfunding instance on behalf of the organisation, in line with the adopted donations policy. This includes the mandate to accept donations made to the Association, and to complete all formalities necessary in order to acquire them.
  • Make financial decisions related to any part of the budget of the organisation explicitly delegated to them by the board, including the authority to make payments for the organisation. Any actions taken with budgetary implications shall be reported to the board.

Profile of the Secretary General

Minimum qualifications

  • At least 5 years of experience with organisational and team management
  • Extensive familiarity with the European Pirate movement and the activities of local parties
  • Excellent people skills

Desired, but not required qualifications

  • Experience with PR and communication
  • Experience with flat hierarchical or self-organising management styles, such as Agile or heterarchies.
