Other motions can’t be added this close to the meeting, unless all ppeu members are present at the meeting tomorrow, and a majority votes to add them to the agenda.

Additionally, from what I see in our rules of procedure, there is no corresponding time restraint.

4. Delegates of voting members are eligible to vote and put forward motions. Board is also eligible to put forward motions. All participants are eligible to put forward procedural motions.

  1. The Board proposes an initial agenda draft.
  2. Each participant may propose changes or additions to the agenda.
  3. Changes to the agenda must be proposed in writing.
  4. The agenda must be approved before the debate starts.

Art. 5 Motions and countermotions

  1. The voting Members and Board members may make motions.
  2. The voting Members and Board members may make countermotions to the motions on the table.
  3. Motions and countermotions must be proposed in writing.
  4. Motions and countermotions are presented, debated and handled within the appropriate agenda item.
  5. Every motion or countermotion must come with a justication.
  6. Every motion or countermotion must have a subject that can be voted yes or no.
  7. Every countermotion has to point out clearly the difference to the orginal motion.

The reason is here :

Article 14

(8) Save in the cases provided for in Articles 6 and 8 of the Luxembourgish law of 21st April 1928 on non-profit associations (ASBL) and foundations, as amended, the meeting may legitimately consider items not announced on the agenda, provided that all members of the Council are present and/or represented and so agree at the meeting by a simple majority vote of all the voting Ordinary Members.

Your motions will be admissible if and only if all members are present/represented and they agree to their addition by a simple majority vote.

I understand this can feel harsh, but this is aso to give time for discussions and motions to happen and be worked out ahead of the Council Meeting. This way it is less likely the Council Meetings end up being too long and it ensures enough time for review was given to each Council Members to consult with their base.

I see, but currently we only have a draft agenda proposed by the board. According to our rules of procedure, we can still add motions till we vote over it (to approve it - in the Council Meeting). If there’s a disagreement of the finalized agenda presented, I get it.

Additionally, the counter motion to our motion on the genocide of Palestinians was only posted yesterday and altered the agenda as an “edit” by the person who initially posted it. Is that considered enough time for consulting with the base?

So far, in the history of PPEU, it’s the very first time I personally experience people trying to block political issues via mere procedural observations, and it is quite upsetting and alarming unfortunately, in a coincidence with a period during which people in Greece are really having a weird situation going on (especially in regard to the last motion submitted).

We’re all charged up, losing our sleep over what’s going on these days, with ministers attacking victims over TV and calling for abusive language and “rage” towards them, from their voters, and so on. And then, feeling blocked from the council of our political “family” when we’re trying to - at the very least - add a brief political discussion in our council meeting.

I am sorry you feel blocked and be sure I understand.

“Procedures” might feel blocking but they are the very base of how a group functions and are there to ensure there is a common understanding on how issues should be approached. In turn, this assures you that following the procedures will result in the submitted subjects to be examined.

The counter motion you refer to was a forgotten change which was decided more than a week in advance.

The times are challenging for all of us and are taking a toll on us physically, that is also why the rules prevent automatic late additions to the agenda.

The issues you raise are important, relevant and we would benefit greatly from examining them. I wholeheartedly welcome the activity. Unfortunately they are not the kind of issues which can be resolved in a short discussion in the Council Meeting. One way to rephrase my point is : Council Meetings are more about approval and voting than about deep discussions.

Well, our disagreement then seems to be mainly ideological, and then logical as well.

First of all, we believe that our Council Meetings should definitely produce political discussions and then lay the groundwork for better co-ordination and “approval and voting”. Because, when the Council Meeting is finished, and people ask “what did you decide in your PPEU Council Meeting?”, it’s sad to just declare “well, we just approved the financial budget, and also, stop killing games”. People’s lives and problems around the EU goes way beyond our party’s finances and the video-game industry.

Then, regarding the latter, it’s sad to see that instead of facilitating such political initiatives within the PPEU framework, we aim to turn into pure procedural meetings. For example the Council and the participating member parties, could decide to extend the meeting for the next weekend, in an effort to discuss more, than shutting it down, after a few votings, rejecting anything else that yields a brief political discussion. (If the case is actually the time constraints)…

Well, nevertheless, it’s up to all of us to decide the course of action in accordance to the matters posted here I guess, during the agenda approval.

Why do you want to confine political discussions to the selected few delegates at the Council meetings? We have set up this Discourse so that you can initiate such discussions, with any interested pirates, at any time. Please feel free to use it for that purpose.

Well, the motions are submitted publicly here, so the delegates may at any time make them public to their base for further discussion! :slight_smile:

The core idea of submitting them to the PPEU Council Meeting, is so that the European Pirate Party can also freely adopt them or reject them via voting, transparently, in an effort to also open a political on a European-wide level rather than just national.

I think you misunderstood me. I suggested, that if you want to discuss something here on Discourse, you should initiate a discussion here.

The way I would go about it is to first start a discussion here, and then, if there seems to be something close to a consensus around an opinion, you can draft and submit a motion based on the outcome of the discussion. Instead of having the motion as a starting point. To me that seems like a more collaborative approach.

We propose the following course of action:

  1. Vote over adding:
  1. Vote for the final versions of both motions separately, and have the one with the higher amount of positive votes to be accepted.

Locations and time for demonstrations of 28th of February 2025 for the Tempi train crash:
