Justification
While there are certainly improvements that could be made to our statutes, most of the proposed changes on the agenda today are not urgent and do not need to be decided now. Rather than making incremental amendments, we should create a dedicated statutes committee to carry out a comprehensive review of all of our statutes. This would allow us to identify inconsistencies, modernize outdated provisions, and ensure that all changes fit together as part of a coherent framework. A thorough review will produce a stronger and more future-proof set of statutes than addressing individual issues on an ad hoc basis. A committee would also allow all of our Members to participate in a meaningful way. To ensure that the committee works efficiently and independently from the Board, we suggest that it should be managed by the Secretariat, allow for all Member parties to select one committee member, and report progress on a monthly basis.
Procedural motion to alter the order of the voting
Before voting on the individual agenda items 2.2(b)–(i) we should vote on the following counterproposal to all of those proposals.
Proposal: Establishment of a Statutes Committee
The General Assembly decides to postpone consideration of agenda items 2.2(b)–(i).
The General Assembly further decides to establish a temporary Statutes review Committee with the mandate to conduct a comprehensive review of the Party’s statutes and prepare a coherent package of proposed amendments for consideration at a future Council Meeting.
The Committee shall:
- before the end of this year review the statutes in their entirety, identifying inconsistencies, outdated provisions, and areas in need of clarification or modernization;
- ensure that proposed amendments form a coherent and internally consistent framework rather than a collection of isolated changes;
- be coordinated by the
SecretariatBoard, with the help of the Secretariat to ensure an efficient and transparent working processwhile remaining independent from the Board; - allow each Member party to appoint one representative to the Committee; and
- provide a written progress report to the membership on a monthly basis.
